Tobacco, a chain smoker who has been smoking for the past twenty one years has resolve to abide by

 the law and decided to throw away the twenty one pack of imported cigarettes worth N21,000 he has in his house away. What factor did you think motivated his decision to abide the law ?

2 “Law is an ordinance of reason directed towards the common good and promulgated by the one 

who has the care of the community”. Critically discuss this statement in relation to our West African 

contemporary society.

3. Discuss the relevance of substantive law in application of procedural law.

4. Is judicial precedent relevant in shifting of law and facts in court? Give the reason for your answer .

5. With the aid of statutory and judicial authorities, discuss the various tools of interpreting legislation by judges.

6. What is the difference between a bill and legislation? Describe a good drafter and the qualities he/she should possess
